Renewable siting analysts evaluate candidate parcels against BLM Western Solar Plan zones, USGS wind turbine density, and sage-grouse habitat constraints — typically pulled from three federal sources with different cadences. The Energy Pack aggregates the three into a single section-addressable response.
How the workflow changes.
- Pull Western Solar Plan zones from BLM web map service
- Download USGS wind turbine inventory quarterly
- Cross-reference sage-grouse PHMA tier from FWS data
- Manually overlay all three in a GIS workspace per site
- /api/energy/renewable-siting returns BLM zone classification + wind turbine proximity
- /api/energy/sage-grouse returns HMA tier (PHMA / GHMA) for the section
- FracFocus and orphaned-well data flag legacy O&G conflicts on the candidate parcel

Which sage-grouse data layer is included?
The BLM Habitat Management Areas (HMA) dataset, refreshed weekly from BLM EagleVision. The response includes both Priority HMA (PHMA — Tier 1 / 2) and General HMA (GHMA — Tier 3), so siting workflows can apply the appropriate timing or buffer constraints.
Are solar zones updated when BLM publishes new RODs?
Yes. The BLM Western Solar Plan zones are versioned against the latest Record of Decision (ROD). Township America pulls the published zone file weekly; the response carries a fetched_at timestamp + ROD-version reference.
