Combines the BLM federal-subsurface ownership layer with state CadNSDI surface parcels to flag split-estate at the PLSS section level. Returns a boolean is_split_estate plus the ownership combination (federal/private, private/federal, federal/state, etc.) — the diligence field that drives surface-use agreement strategy for federal-land operators.
